Anonymzx 25f15e08a8 Remove unused process_monitor, expand README with HTTP API & dev tooling
- Drop monitor/process_monitor.py and its exports from monitor/__init__.py
(legacy code, not wired into any UI or backend path).
- README.md:
  * Add HTTP API section documenting /btx/hw/stats, /btx/ws/hw_monitor,
    /btx/hw/health, POST /btx/free_memory (incl. rate-limit + CSRF notes).
  * Clarify AMD RDNA3 uses amd-smi (modern ROCm) and add Linux AMD row +
universal psutil fallback row in the backend table.
  * Add 'Cyberpunk (Yellow/Cyan)' theme to the settings table.
  * Replace corrupted icon on the 'Show on Startup' row.
  * Add short 'For Developers' section noting scripts/bump_version.py.
