web: refine Model Linker UI — improve context menu, tooltips, info dialog, and styles

Improve UX for model relinking: add context menu actions (Show Info, Open on CivitAI, Open containing folder), sanitize CivitAI descriptions, persist info dialog size, and adjust CSS spacing and visibility.
