Vito b6e0439421 ci(browser): run the Firefox and WebKit page workflows in three shards (#473) (#474) ...

Shard 1/2 of each browser had reached its 18-minute step limit:
--shard splits by test count, so the slow concept specs all land in
shard 1. Three shards per browser, with the limits unchanged. Required
contexts do not change: only the viewerjs aggregate is required, and it
reads the matrix job's result over every shard.
