Vito Sansevero 9f55f0cc79 Merge feat/444-tags-page-search into feat/444-library-folder-or
Stack PR 2 on PR 1 so one restart covers both. The shared Library
tag_mode now takes all, any and untagged on the route, the filter, saved
views and Refine's Tag match; untagged still refuses tags and a folder
combines with every mode.

"""Persisted saved views (D16): a named Images or Library toolbar state.
A view's state holds exactly its page's toolbar values and its Refine-this-view
refinements, whitelisted per page and stored as compact JSON of at most 4 KB.
Writes (the API's POST and PATCH) validate strictly. Startup and restore check
only the structure (the table, its columns and each row's types, sizes and JSON
object), never the value rules: a row saved under older rules must not stop the
database from opening. Startup is more tolerant still: a row whose state is not
a JSON object is logged by id, left in place and skipped by every read, while
restore rejects such a backup. Reads normalize instead, so a stale row opens with its
usable values and defaults for the rest. Optional in old backups, required once
a database is current (see ``library_schema.py``).
