Vito Sansevero 5dfe7a8409 fix: bound log file size and backup count in the logging config endpoint ...

max_file_size must be between 1 MB and 1024 MB (bytes) and backup_count
between 0 and 50; anything else is a 400. Also close every database
connection in the logging test teardown.
