Vito Sansevero 6c168bf381 feat(workspace): selection bars stay in view, Back to top, side panels stay with you (#531) ...

The selection bars stick to the top without moving the cards under the
pointer, and a finished bulk action shows the refreshed list from the top.
A Back to top chip follows every page, above the toast's spot. The Needs
review panel is sticky; at one column Info brings the details into view.
