Vito Sansevero b127bbeba1 fix: image worker thread exits on shutdown and restarts cleanly ...

ImageGenerationHandler.shutdown() clears the pending set, sets a stop
event the worker's delay and settle waits listen to, and puts a None
sentinel on the queue; the worker exits within the current wait. Each
worker owns its queue and stop event so a draining worker never swallows
an image scheduled after shutdown. ImageMonitor.stop_monitoring calls it.
