Vito Sansevero beaba9ae84 fix(review): make only the shutdown cleanup final ...

The previous commit made every close of the capture store final, which
also refused the explicit closes that swap in a fresh store. Only the host's
on_cleanup hook is final now; an observe after it answers a coded capture
error instead of an unhandled 500.
