Vito Sansevero f2aeea26e2 fix(maintenance): list pair conflicts first in the repair review (#550) ...

Detail rows now put a conflict (the case the user can fix) before edited,
archived and over-20-tag prompts; the reasons keep the precedence order.
The tag copy joins tags like the classification does.
