HappyOnigiri 32f4e5527b fix: add rsync check and else-delete blocks in sync.sh ...

- Guard rsync call with command -v check to fail fast with a clear
  message in environments where rsync is not installed, preventing
  silent git hook failures under set -e
- Add else blocks: when .ai/AGENTS.md or .ai/ignore are absent,
  remove the corresponding synced files to prevent config drift
