Deletes distribution_get/post_json/post_multipart/stream_download and DISTRIBUTION_DEFAULT_TIMEOUT. All moved to ComfyUI-USCG-Distributed companion's usrv_dist_network.py. network_utils.py is now CivitAI-only. After Phases 1+2 the file has shrunk from 281 lines to ~60 lines.
