Ewald e72a78f8c8 Fix duplicate grid reloads and the ignored maintenance guard ...

A global mjr:reload-grid event was handled by both the panel and the assets query controller, so each request reloaded the grid twice. Only the controller handles it now, and it skips the reload while DB maintenance is active.
