Meisoftcoltd 7bef683128 Add exception check for non-tensor input in VAESafeFramePadder.pad() ...

Modified `tools.py` to add an `isinstance` check and raise a `ValueError` when non-tensor input is passed. Also added `test_tools.py` to verify this behavior.
