Arthur R Longbottom 23f1052f72 fix(1886): scan the packaged archive in the publish gate, not the repo (#2049) ...

The replica already modelled python_network_operations, but the publish
job never ran it, and nothing stopped a repo-wide read from disagreeing
with the registry's node.zip. Pending is a queue position, not a pass.
