Fix RVC RMVPE mel fallback matrix orientation
Technical details:
- Transpose the torchaudio mel filterbank fallback to match librosa.filters.mel output shape
- Return [n_mels, n_stft] instead of [n_stft, n_mels] for RMVPE pitch extraction
- Prevent matrix multiplication shape errors in RVC RMVPE inference after librosa fallback activation

Fix RVC RMVPE mel filter fallback kwargs
Technical details:
- Allow safe_mel_filters to accept librosa.filters.mel keyword arguments
- Pass htk, norm, dtype, and other mel options through to working librosa installs
- Map supported options to the torchaudio fallback when librosa cannot build mel filters
- Prevent RMVPE pitch extraction from failing on htk=True after librosa.util fallback activation
