Subject: [PATCH] chore(publish): update publish action workflow with
 permissions and conditional execution

- Added write permissions for issues in the workflow
- Updated the publish-node job to execute conditionally based on repository owner
- Changed the action version from `main` to `v1` for stability and consistency
