SolitaryThinker 746d28f16d [fix]: skip MagiHuman DiT parity until pipeline lands (step 4/8)

The DiT parity tests imported build_packed_inputs from fastvideo.pipelines.basic.magi_human.stages.latent_preparation, which ships in step 4/8 of the PR #1280 decomposition. On this branch (3/8 — DiT only) the import would crash with ImportError when assets were present, instead of cleanly skipping. Wrap the import in try/except so the test is true dead code on this branch, per the decomposition contract: 'every intermediate state is dead code, not broken code.'

Tests

tests/local_tests/ holds local-only parity, smoke, and component tests organized by model family (e.g. tests/local_tests/ltx2/, tests/local_tests/stable_audio/). They typically require a checked-out reference repo and/or model weights and are skipped in CI; see each family's README.md for setup. The top-level tests/local_tests/README.md is the family index.
The CI-backed test suite still lives in fastvideo/tests/.
Eventually, all tests will move under tests/.
