SolitaryThinker ebd4d59951 [ci]: version-gate the HF Kernel Hub publish like the PyPI flow ...

Publish to the Hub only when the fastvideo-kernel version bumps
(same trigger + version-extraction as publish-kernel.yml), instead
of on every main push touching csrc/**. workflow_dispatch stays as
the manual override.
