hekmon 8541c68f1f ci: skip registry publish for pre-release tags ...

The ComfyUI registry has no prerelease concept: publishing a version
like 3.0.0-rc1 would become the default install for all users (latest
version published wins). Tags containing a hyphen (e.g. v3.0.0-rc1)
now skip the publish job so pre-releases stay GitHub-only.
