Bump plugin version 0.3.0 -> 0.4.0. Rebase the embedded OpenCut onto the
current upstream main (~364 commits since the 20250830 build).

OpenCut highlights since v0.3.0:
- GPU renderer migrated from WebGL to wgpu/WASM (opencut-wasm)
- Rewritten keyframe/animation system with graph editor and expandable
  timeline lanes
- WebGL effects system with Blur + per-clip stacking; new masks
  (cinematic bars, diamond, heart, star, text/custom)
- Multi-element move/resize/split/delete, timeline auto-scroll,
  copy/paste elements
- New mobile-gate, changelog page with markdown, branding page,
  Tauri desktop scaffold
- Source restructured into domain modules, time utilities moved to
  Rust WASM

Plugin fixes:
- Resources and links now honor /opencut basePath (logo, landing image,
  country flags, effect previews, manifest)
- __init__.py rewrites Next.js 16 .__PAGE__.txt RSC URLs to the on-disk
  directory layout
- getEditorUrl/getProjectsUrl no longer double-prefix basePath under
  <Link>
- Sounds search and other removed server routes are no-ops in ComfyUI
  mode
- Save timer no longer throws after closeProject()
