Subject: [PATCH] Fix registry publish: update action to @main, bump to 2.6.3

- publish_action.yml: @v1 -> @main (20 commits of fixes behind)
- publish_action.yml: remove unnecessary permissions: issues: write
- pyproject.toml: 2.6.2 -> 2.6.3 to trigger fresh publish
- All 2.6.x versions stuck in NodeVersionStatusFlagged, likely due to stale action
