snomiao 0aec1bf050 chore(publish): update GitHub Actions workflow for node publishing 
- Added permissions for issue writing in the workflow.
- Updated the condition to run the job only for 'theUpsider' repository owner.
- Changed the action version from 'main' to 'v1' for stability.
- Ensured the file ends with a newline for better formatting.
