feat(log_system): bump version to 1.5.0 and restructure LoggerUtils JSDoc

- Bump package version from 1.4.1 to 1.5.0 across LoggerUtils.js, config.js, and logger.js
- Move changelog-style feature notes inline under the author/version JSDoc header
  in LoggerUtils.js, replacing the trailing block comment with a structured list
