docs: clarify HuggingFace token requirements in settings tooltip

Browse Source 
Update the HuggingFace Token tooltip to provide precise guidance on
creating a fine-grained token with only Read access to public gated
repos, explicitly noting that Write, Inference, Webhooks, Billing,
Jobs, and org permissions are not needed.
