fix(inspector): mark the side panel's overlay rules with their D2 decision

The overlay lint (tests/vendor/concept-css.test.mjs) requires a /* D<n> */
marker on every workspace.css rule that overrides a concept selector; the
three .detail-panel rules from D2 lacked one.
