test(workspace): reach the legacy Library from Overview, not the shelf

Browse Source 
The shelf no longer links the legacy Library (#249 E3). The shell
destinations test now expects no legacy link on Prompt library and
asserts Overview's "Open existing prompt library" card still links
/prompt_manager/admin and that the page loads.
