fix(deps): keep watchdog below 7

watchdog 7.0.0 (released 2026-10-31) makes the package's exit tests hang
on Windows on Python 3.12 to 3.14; the same commit passed with 6.0.0.
Cap it until observer.stop() is bounded at exit.
