[misc]: double CI lane CPU/memory reservations (8->16 vCPU, 32->64GB)

The cpu=8 floor from #1566 did not stop the packed-host slowdown: two unrelated PRs hit the exact TE=3.6s signature post-#1566 with healthy GPU telemetry. A reservation is a floor, not isolation — doubling it halves how much the scheduler can pack next to the benchmark.
