Add pyproject.toml and GitHub Actions workflow for publishing

- Created a new `pyproject.toml` file to define project metadata and dependencies for the ComfyUI-CloudArchive.
- Added a GitHub Actions workflow in `publish.yml` to automate the publishing process to the Comfy registry upon code pushes to the main branch or manual triggers.
