fix: add sam3 to requirements and bundle assets in package
...
Added `sam3` to `requirements.txt` as requested.
Moved `bpe_simple_vocab_16e6.txt.gz` from `src/sam3/assets` to `src/sam3/sam3/assets` to ensure it is bundled with the package.
Updated `src/sam3/sam3/model_builder.py` to locate the BPE vocab file relative to the package file, fixing `FileNotFoundError` when installed.
Updated `src/sam3/MANIFEST.in` to include the `assets` directory in the package distribution.
