Cursor Agent 28357e1e80 fix: move issue templates to .github/ISSUE_TEMPLATE directory 
GitHub requires issue templates to be located in the .github/ISSUE_TEMPLATE/
directory to be automatically recognized. Moving the files from the root
.github/ directory ensures they appear in the issue creation interface.
